Project Background

Data-Activated Architecture for Resilient Transition (DART) supports the Ministry of Health (MOH) to strengthen and scale interoperable, fit-for-purpose digital health systems. The project supports facility digitization and EMR readiness; National Data Warehouse (NDWH) stabilization; data-center design and cybersecurity; Health Information Exchange (HIE) operations and priority integrations; workforce certification; survey modernization; responsible AI adoption; and service-delivery data reporting performance. The project is designed to build on MOH-owned systems, repositories, standards, and governance structures, with progressive transfer of capability to government and Ugandan institutions. Project period is anticipated 2026–2030, beginning with a six-month foundation phase.

Note: All positions are subject to award, final organizational design, and Palladium hiring procedures. Reporting lines may be adjusted during mobilization. “MOH” includes the responsible Directorate/Department of Health Informatics (DHI) and other government units as applicable.

Position Summary

The Senior Software Developer supports MOH-led enhancement, customization, testing, and maintenance of approved national digital health products and supporting components. The position works within MOH-controlled repositories and release processes to improve usability, reliability, performance, security, and interoperability of systems such as eAfya/UgandaEMR, iHRIS, eCHIS, and approved partner-built modules.

Location:

This role and project will be based out of Kampala, Uganda with national and regional travel as required. Candidates must have current work authorization in Uganda as visa sponsorship cannot be considered.

Reporting And Supervision

• This role will report to the Technical Director, Interoperability & HIE Architect, DART

Primary Responsibilities

• Lead full-stack software design, development, code review, testing, and optimization for approved MOH digital health products
• Translate MOH product-owner priorities, user feedback, and workflow requirements into well-documented technical solutions
• Develop and maintain secure APIs, backend services, user-facing components, integrations, and supporting modules
• Implement unit, integration, security, regression, and user-acceptance testing; resolve defects and performance issues
• Ensure all development follows MOH-controlled version control, code review, CI/CD, documentation, release approval, and rollback procedures
• Support system interoperability through approved FHIR, API, registry, and terminology patterns
• Mentor MOH and Ugandan partner developers through pair programming, code reviews, knowledge transfer, and technical documentation
• Contribute to technical estimates, product roadmaps, release plans, evidence packs, and operational handover

Qualifications And Experience

• Bachelor’s or Master’s degree in computer science, software engineering, information systems, or related field
• At least 5 years of full-stack or backend software development experience
• Strong proficiency in relevant programming languages and frameworks such as Java, JavaScript/TypeScript, Python, Node.js, Spring Boot, React, Angular, or equivalent
• Experience with Git, CI/CD, APIs, relational databases, automated testing, secure software development, and agile delivery
• Experience with digital health systems, DHIS2, EMRs, iHRIS, eCHIS, FHIR, or OpenHIE is strongly preferred
• Strong mentoring, communication, and documentation skills
