1. Role Summary
The Programs Manager is a senior leadership position responsible for the strategic
direction, operational management, and technical quality of the foundations entire program
portfolio. This role bridges the gap between high-level governance and field-level
execution. The roles provides strategic and operational leadership in the planning,
execution, monitoring, and scaling of all the foundation`s interventions, ensuring they
deliver measurable social impact while maintaining high standards of transparency and
accountability.

KEY DUTIES AND RESPONSIBILITIES
A. Strategic Leadership and Project Design
The Programs Manager leads the transition from conceptual ideas to impactful field
activities.
• Program Development: Lead the design of comprehensive projects and annual
work plans that align with the organization’s long-term vision.
• Needs Assessment: Oversee feasibility studies, baseline analyses, and community
needs assessments to ensure evidence-based programming.
• Technical Writing: Lead the development of high-quality project concept notes,
business cases, and implementation frameworks.
• Innovation: Foster a culture of creativity in program design to solve complex
community challenges.
B. Program Implementation and Coordination
This Manager ensures that “Big Dreams” result in “Lasting Impact” through rigorous
operational oversight.
Function Key Responsibilities
Project
Management
Oversee end-to-end implementation of all projects within defined scope,
quality, budget, and timelines.
Operational
Linkages
Ensure seamless coordination between internal activities and external
partner mandate.
Field Oversight Lead the implementation of field activities, ensuring project deliverables
meet community standards.
Policy
Compliance
Ensure programs adhere to organizational policies, donor requirements,
and regulatory guidelines.
C. Monitoring, Evaluation, Learning (MEL) & Reporting
The Programs Manager is the custodian of the organization’s impact data.
• Framework Management: Establish and manage a robust MEL framework and
digital tools for all program domains.
• Impact Tracking: Track Key Performance Indicators (KPIs), long-term outcomes,
and social impact indicators for all initiatives.
• Reporting: Produce monthly, quarterly, and annual performance reports for the
Board of Trustees and external stakeholders.
• Knowledge Management: Facilitate data-driven decision-making and continuous
program improvement based on lessons learned.
D. Budgeting, Risk, and Resource Mobilization
• Financial Stewardship: Develop and manage program budgets in strict compliance
with financial guidelines, ensuring value-for-money.
• Resource Mobilization: Actively support fundraising efforts through proposal
writing, donor briefings, and partner engagement.
• Risk Mitigation: Identify operational, political, and social risks and implement
proactive mitigation plans.
3. Stakeholder & Leadership Development
• Partnership Management: Build and manage relationships with key stakeholders,
including NGOs, government ministries, and private-sector partners.
• Representation: Serve as the primary technical representative of the organization
at conferences, events, and advocacy engagements.
• Team Coaching: Supervise and coach program staff, conducting performance
reviews and building team competencies in project cycle management.

QUALIFICATIONS / SKILLS
Requirement Description
Education Bachelor’s degree in Development Studies, Social Sciences, or Public
Administration. A Master’s degree is highly preferred.
Experience Minimum 4–6 years of experience in senior program management
within NGOs or reputable foundations.
Technical
Knowledge
Deep expertise in the project cycle, MEL systems, donor reporting, and
proposal writing.
Leadership Style Results-oriented, detail-focused, and capable of working under pressure
to meet tight deadlines.

centric programming.
