Job Overview/Summary:

The Programme Manager is responsible for the management of our operations, budget, and implementation of arts-based projects that will take place in the Bidibidi Refugee Camp. Children and adolescents who have experienced social exclusion, trauma and displacement are the primary participants of our programming. Art activities include digital art instruction, mural painting, Virtual Reality art-making, sewing and activities intended to strengthen the mental health and psychosocial wellbeing of participants. This program is being implemented and funded by the US-based non-profit organization Artolution. The role also includes the remote support of occasional projects taking place across the region, inclusive but not limited to Kampala, South Sudan, Malawi, Zambia, and Kenya. Travel to Kampala, where our country office is located, will sometimes be required.

The Programme Manager role will focus on the program’s logistics, budget, reporting, monitoring and evaluation (MEAL), relations with stakeholders and funders, and other operational and financial tasks, as well as managing the team of staff and artists in Yumbe and Kampala. This role will include office work as well as visits to the field. The PM jointly works with the Field Manager based in Yumbe, and the Finance, Compliance and administrative colleagues based in Kampala. The PM reports to the HQ Operations Director.

The ideal candidate will have extensive prior experience managing social programs that involve educational or creative activities with vulnerable populations; conducting financial oversight and reporting; and managing relationships with stakeholders, donors, and communities. Experience in the NGO, UN, or humanitarian sector is required. Applicants should be based in the region surrounding Yumbe/Bidibidi and have a strong understanding of issues facing the refugee communities.

KEY DUTIES AND RESPONSIBILITIES

 

  • Assume primary responsibility for the operational and budgetary management of all Artolution programming in Uganda and remotely for other potential programs taking place in the region including organisation of schedules, personnel, materials, transportation and events within a specific budget and time frame.
  • Oversee expenditures, budget vs. actuals, and financial reporting for donors jointly with the finance colleague.
  • Manage and supervise staff and contractors on these projects.
  • Lead project planning and logistics planning with stakeholders, such as the centre that will host our projects, and local authorities and partners, ensuring coordination with OPM and ongoing reporting and compliance requirements.
  • Knowledge and ability to coordinate respectfully, professionally and proactively with partners, donors and potential collaborators
  • Ensure compliance with programme expectations, proactively notifying the Artolution Global Operations Director and/or CEO if issues arise.
  • Oversee program implementation and budget expenditures to ensure the effective use of resources against planned activities and expected outputs.
  • Ensure adequate implementation of MEAL, including but not limited to: overseeing attendance of participants follow-up, pre- and post-project questionnaires to collect data on program impact, coordinating accurate and regular documentation of survey results, and communicating findings to Artolution HQ to inform ongoing program design.
  • Compile and prepare regular project progress reports, as required by the different grantors.
  • Collect and organise financial evidence (receipts, time sheets, etc.) and write financial reports in coordination with local finance colleagues and Artolution HQ.

QUALIFICATIONS / SKILLS

 

  • At least 5 years working experience managing/coordinating community programs (such as educational, creative, or humanitarian activities).
  • A University degree in a relevant field (such as project management or a related subject area). A technical degree together with additional relevant work experience may substitute for a university degree.
  • Computer skills, including but not limited to Google Workspace, Microsoft Word and Excel.
  • Knowledge of safeguarding measures applicable to humanitarian interventions.
  • Strong organizational, management and leadership skills.
  • Demonstrated ability to establish strong working relationships with a variety of partners and stakeholders, such as NGOs/UN agencies, OPM, administrators, facilitators and beneficiaries.
  • Good interpersonal and team-building skills.
  • Experience working with vulnerable populations, such as refugees and marginalized groups.
  • Excellent written and verbal communication skills.
  • Experience writing technical and programmatic documents, such as work plans, budgets, and reports.
  • Experience conducting financial oversight, documentation, and reporting
  • Full written and verbal English. Other languages will also be helpful, as we serve diverse populations.
  • Knowledge of local cultures and dedication to support vulnerable communities.
