The Principle Human Resource Officer implement and ensure compliance with human resource policies and procedures.
KEY DUTIES AND RESPONSIBILITIES
• Develop and propose strategies, policies, procedures and processes for successful delivery of employment services.
• Develop plans for effective talent acquisition, staff entitlements and benefits management, and delivery of Human Resource operational transactions.
• Review and monitor the day-to-day operations of the unit, ensuring that all standards are met and procedures are followed.
• Identify trends and emerging issues to report on risks and key performance indicators and propose improvements for the unit’s service delivery efficiency;
• Develop, propose, and implement new work methods and procedures for the unit.
• Establish quality control mechanisms through client surveys and periodic data quality assurance reviews for continuous improvement of service delivery;
• Redesign systems to improve the experience of managers and staff in using HR tools and increase productivity and efficiency for all HR activities with an emphasis on e-HR and simplification.
• Optimise use of HR Digital systems to ensure provision of accurate and timely data analytics to lead a data driven Directorate for evidence-based management of talent acquisition, performance management, operational transactions, entitlements and benefits, staff development, HR planning, retention and turnover.
• Contribute to the formulation of operational and programme budgets and monitor effective execution to meet HR commitments.
• Ensure the effectiveness and efficiency of the HR records management and HR service centre/helpdesk systems in terms of timeliness, confidentiality and accessibility amongst others.
• Coordinate the recruitment and selection process and serving as secretary to the Interview panels.
• Perform any other Human Resource duties assigned by the Director.

QUALIFICATIONS / SKILLS
• Applicants should hold an Honours Degree in Human Resource Management or a degree in Social Sciences, Public Administration, Development Studies or Business Administration with Human Resource Management as a module.
• Post-graduate Diploma in Human Resource Management.
• Master’s Degree in Management Studies, Public Administration, Human Resource Management or Business Administration
• Must have at least 10 years progressive experience in managing human resources, three (3) of which must have been obtained at senior level.
• Professional certification in Human Resources from a recognised institution is an added advantage.
• Demonstrated experience and knowledge in talent acquisition and change management, salary and benefits development and reviews, data retrieval and analysis.
• Age limit: Applicants should not be more than 45 years of age for Principal Officers.
