KEY DUTIES AND RESPONSIBILITIES
• Design and implement strategies to ensure project-supported sites meet minimum MoH requirements for laboratory services (at hubs) and establish facility-specific Laboratory Quality Management Systems (LQMS) at non-SLMTA labs.
• Conduct detailed audits of project-supported sites, prepare action-oriented workplans, and develop innovative solutions to address identified gaps for quality lab service delivery.
• Guide facility teams to report lab activities routinely, ensuring high-quality HMIS reports align with MoH, donor, and project timelines.
• Plan, coordinate, and conduct didactic trainings and mentorships for district and facility teams to address TB-related skills gaps and ensure quality lab services.
• Conduct site mentorship and joint support supervision visits to SLMTA and non-SLMTA labs to facilitate LQMS implementation with national and district technical teams.
• Supervise lab infrastructure refurbishment and management efforts in project-supported sites.
• Oversee hub-riders as required to support project activities.
• Design and implement systems for accurate quantification, forecasting, and ordering of lab supplies and commodities to ensure constant availability.
• Organize and schedule hub coordination review meetings to ensure smooth operations and effective delivery of lab services, including GeneXpert, LAMP, TrueNAT, VL, CRAG, and DNA PCR.
• Collaborate with the clinical team to support sputum monitoring for TB patients, ensuring at least 95% coverage, results return within agreed turnaround times (TAT), LabXpert functionality, and sample rejection rates below 5%.
• Strengthen quality assurance (QA) efforts at labs and points of care (POC), ensuring POC testers participate in quality control schemes per national guidelines.
• Establish and strengthen lab biosafety practices, equipment management (including calibration and service contracts), and access to regional/central equipment maintenance workshops to minimize service disruptions due to equipment malfunctions.
• Support sample courier services to ensure an uninterrupted specimen transport network for healthcare services (TB, HIV, CRAG).
• Perform any other duties as reasonably assigned.

QUALIFICATIONS / SKILLS
• Bachelor’s degree in Biomedical Laboratory Technology.
• Active registration with the Allied Medical Practitioner’s Council.
• Training in laboratory quality management systems and biosafety.
• Person Specification:
• At least 2 years’ experience in laboratory management.
• Up-to-date knowledge of National HIV/AIDS and TB management protocols.
• Strong communication, organization, and management skills.
• Commitment to client confidentiality and high ethical conduct.
• Proficiency in computer skills, presentation, and report writing.
• Strong interpersonal and team management skills.
• Good understanding of public health systems and local government policies.
