Background

The Skills for Inclusive Digital Participation is a Foreign, Commonwealth and Development Office (FCDO) funded project implemented by the British Council. It contributes to Pillar 1, Models & Enablers of UK Government’s Digital Access Programme, by building digital literacy and basic digital skills for underserved communities to make inclusive digital access locally relevant, meaningful and productive. Countries of implementation are Indonesia, Kenya, Nigeria, South Africa, Brazil and Uganda, with implementation starting in 2021 and running till September 2026, with a possibility of extension.

The project seeks to build the capacity of digitally excluded individuals, specifically young people from lower socio-economic backgrounds, women, and Persons Living with Disabilities (PLWD), to help them develop the digital competencies they need to take part in digital life and online activities safely. With this, it contributes to enhancing livelihoods through entrepreneurship that leverages online resources and markets.

The digital divide among low-income individuals in both urban and rural areas in Uganda is impacting their participation in the digital economy and online safety. Government and non-governmental stakeholders, including those funded by DAP, have made strides in developing policy, infrastructure, and skills; however, women, youth, and persons with disabilities in rural areas and low-income communities have minimal access to the same. The SIDP Project will contribute to addressing this gap by supporting the development of digital literacy skills content, building digital skills capacities of community digital champions and marginalised communities, particularly, young people from low socioeconomic backgrounds, women and Persons with Disabilities and supporting local organisations to run digital literacy training programs building their capacity in driving growth in digital development. As a result, the project will enhance online participation, therefore increasing access to digital opportunities, resources and information.

  • Overall objective

The main objective of the consultancy role is to provide technical expertise on digital skills literacy skills development for the SIDP Project and its stakeholders in Uganda. The consultant will build upon the experiences and amplify lessons of the Digital Access Programme (DAP) and SIDP Project Kenya in implementing the task in Uganda.

The British Council intends to work with various stakeholders in this process, and therefore consultant will engage with some of these stakeholders as necessary.

  • Term

The assignment is expected to start and finish within a period of 9 months from the contract start date, with a possibility of extension depending on the availability of funding. Within this period, the Consultant will provide technical assistance, coordination of the stakeholder engagement and rapid assessment of the digital skills programmes, content and policies, including district/location prioritisation.

Within this period allocated, the Consultant will support the delivery of the project based on a daily rate.

The terms of delivery of work shall have flexibility to adjust the proposed dates by a week or two after the indicated timeframe.

KEY DUTIES AND RESPONSIBILITIES

 

The following is a list of deliverables under this assignment:

 

  • Conduct a rapid situational assessment to obtain information, status and context of the digital literacy in Uganda, including current policies, projects and programmes This is intended to guide the project delivery and design of the national digital skills curriculum.
  • As part of the assessment,
    • carry out a stakeholder mapping to identify key government and non-government organisations and their role in national digital skills development.
    • Conduct a high-level capacity assessment of local organisations, assessing their capacity to deliver digital skills training programmes to meet the existing gaps and opportunities for digital skills in Uganda.
    • Based on the capacity assessment, develop and coordinate the implementation of a 5-month organisational capacity strengthening initiative to increase the capacity of organisations to manage large-scale digital skills training for marginalised communities.
    • Competitively recruit and onboard 10-15 organisations to the 5-month capacity strengthening initiative and coordinate their participation till completion.
  • Provide technical support and facilitate engagements leading to the development and/or adaptation of the digital literacy skills curriculum. This will include the following:
  • Lead planning, hosting and reporting for a 3-day stakeholder dialogue event.
  • Coordinate follow-up meetings/engagements/consultations with relevant stakeholders in the implementation of the curriculum development road map and activity plan.
  • Manage partner engagements and activities both at the government/ national level and community level.

Ensure data collection for M&E on the curriculum development process, dialogue event and capacity strengthening initiative. An M&E consultant will support this process, and the data collections will be created and provided by the project.

Coordinate follow-up meetings/engagements/consultations with relevant stakeholders in the implementation of the curriculum development road map and activity plan.

Manage partner engagements and activities both at the government/ national level and community level.

Meet with the BC team to review planned activities and logistics

  • Approach for the assignments

The consultant will collect data from both Primary and secondary sources of information. Primarily, data will be sourced from a desk review of documents such as programme descriptions, internal and external assessment reports of programmes, stakeholder engagement strategies, visibility materials such as impact stories and beneficiary feedback and media reports, among others. The consultant will also conduct interviews and focus group discussions with key stakeholders that include government, non-governmental organisations, community stakeholders and digital skills project beneficiaries.

Qualitative data analysis method will be used, and the assessment report should have relevant text boxes highlighting key findings and references. The methodology will also be largely hinged on practical participatory approaches in stakeholder engagements, event planning. Conduct Reviews and design policy documents, training toolkits/ manuals and curriculum and facilitate the processes leading to the development of final documents and their adaptation.

The consultant will closely work with the key stakeholders in the British Council, FCDO, Government agencies and line ministries, and local organisations involved in the assessment, development of content, and its delivery to suite the Uganda context and the project objectives prior and during the project.

The consultant will work with the SIDP Project manager in Uganda to deliver the assignment.

  • Experience required

The British Council seeks an experienced independent consultant (s) the following skills and experience:

  • Degree in ICT, a master’s degree is or related field is desirable.
  • Extensive knowledge in digital inclusion and working with marginalised and underserved groups, specifically women, youth from low economic backgrounds and persons with disabilities in Uganda.
  • Experience in digital inclusion and skills development in Uganda and in development of training materials, high level policy documents.
  • Extensive experience in conducting rapid situational assessment and evaluation of projects, organisational capacity assessment and strengthening.
  • Extensive experience in stakeholder management for varying levels from donors, government and non-governmental organisations at the national and local level.
  • Strong experience in a range of analytical methods, including innovative qualitative approaches and undertaking case studies.
  • Experience of conducting studies in development contexts working with local teams, specifically principles and ethics, including do no harm and participatory, community-led approaches, and programmes designed to be problem-driven, iterative and adaptive.
  • Proven experience in the production of high-quality and timely reports presented in good oral and written English.
  • Strong interpersonal and communication skills, including in cross-cultural contexts.
  • Strong planning and facilitation skills and experience in delivering development workshops for wide range of stakeholders.
  • Travel

Local travel to conduct interviews and stakeholder engagement is required. The British Council will organise and pay for the travel costs for local transportation, accommodation and meals during the duration of the contract as per British Council policy.

  • Cross-Cutting Issues

British Council is committed to Equality, Diversity and Inclusion, safeguarding, and conflict sensitivity. This review will be delivered within these commitments and in line with all other requirements of the British Council staff and consultants’ Code of Conduct.

  • Risks

The danger of raising expectations of British Council engagement, which may not be followed through. This will be mitigated through robust research communications strategies, which will be developed at the design phase in consultation with the British Council’s responsible officer.

There is a risk that some key stakeholders may be reluctant to cooperate honestly and openly due to safety concerns or suspicions about motives. The consultant must mitigate this by ensuring appropriate introductions and guarantees of confidentiality are provided to key informants. The consultant will also rely on British Council country teams for introductions and linkages with some key stakeholders.

There is a risk of limited access to information, programme documentation or data. The consultant will engage the relevant stakeholders to access relevant information while clearly communicating the intended use to manage expectations. However, if key messages are picked up during the assignment about historical experiences some individuals or groups may have had with the British Council, these should be documented and included as appendices to the report.

There is a risk of interruption, safety and security due to political activities associated with the General elections in January 2026. The consultant should avoid association with any political activities, parties or messaging that may cause harm to the project and British Council’s reputation. Where physical events, interviews and/or meetings are not feasible due to the prevailing situation, virtual engagement should be pursued.

  • Monitoring & Evaluation

There are no specific Monitoring & Evaluation responsibilities connected to this assignment. However, the consultant will coordinate closely with the M&E consultant and project team to ensure data collection and other MERL process are implemented in this task as relevant. The report generated from these tasks will be used for project design and planning and will be disseminated internal and externally.

  • Expressions of Interest

As part of their response to this call, interested consultants should submit an expression of interest using the supplier response form outlining a plan on how they will achieve the assignment and confirmation that they have the right capability for this assignment.
