KEY DUTIES AND RESPONSIBILITIES
• Develop and implement health and safety policies tailored to construction site operations.
• Conduct site-specific risk assessments and ensure mitigation measures are in place.
• Lead investigations into incidents, near misses, and unsafe practices, ensuring root cause analysis and corrective actions.
• Ensure compliance with national construction safety regulations and international standards (e.g., OSHA, ISO 45001).
• Provide training and toolbox talks to site teams on safety protocols and emergency procedures
• Coordinate the activities of the Mota-Engil’s strategy through policies or formal application within the SHEQ (Safety, Health, Environment and quality) in the various markets and project.
• Conduct Safety Audits checks and compile reports, this may include checking for appropriate safety clothing or gear, as well as enoforcing the display of safey signage
• Periodically review the efficacy of HSPM and ensure compliance
• Organize an efficient file which can be maintained easily accesssible and identifiable records concerning safety, so as to demonstrate at all times the operability of systems
• Enquire proper distribution of required PPE to workers, ensuring their proper suitability.
• Coordinate the activities underlying the SHEQ area and participate or promote coordination meetings in order to guarantee the pursuit of the objectives of the area. Mitigation of the respective risks, the training of employees and compliance within the current regulations that ensure the renewal of the certification of the company and licenses with the operation.
• Promote and guarantee the safety and health of workers, the presevation of the environment and respect for communities
• Support in the implementation, planning, monitoring and improvement of the company’s processes. Promoting their efficiency giving support to the Process Manager.
• Coordinate and carry out internal audits in the SHEQ scope in the various markets and projects.
• Ensure the identification, assessment of applicable SHEQ legal compliance and provide technical support to market and projects.
• Coordinate the intervention team first in the provision of first aid
• Consult with government regulationss and other emergency response agencies in order to ensure that the worksplace is compliant with health, safety and environmental regulations.
• Responsible for presenting and explaining plans, as well as conducting training programs in Health and Saftey procuredures and standards.
• Ensure the centralization of the company’s internal knowledge and implement digital platforms in order to preserve and ensure control of the respective knowledge.
• Support the presentation of the company in the SHEQ scope, with the client or external entities whenever necessary.
• Design, develop, and implement SHEQ policies and procedures tailored to the unique needs of our M&E installation projects.
• Establish and document processes to ensure the highest standards of safety, health, environmental, and quality practices.
• Compliance and Regulation:
• Stay abreast of relevant local and international regulations, codes, and standards applicable to the construction and M&E installation industry.
• Ensure the company’s compliance with all relevant laws and regulations.
• Risk Management:
• Conduct risk assessments and implement proactive measures to mitigate potential hazards and risks associated with M&E installation activities.
• Develop and maintain a risk register, regularly reviewing and updating it as needed.

QUALIFICATIONS / SKILLS
• Bachelor’s degree in Environmental Science, Occupational Health and Safety, Civil/Mechanical Engineering, or a related discipline (mandatory).
• Minimum of 10 years of progressive experience in Health, Safety, Environment, and Quality management on large-scale construction, civil works, or oil and gas projects.
• Proven experience in implementing and managing ISO-certified SHEQ systems.
• Strong understanding of local HSE legislation and international standards (OSHA, ISO 45001, ISO 14001, ISO 9001).
• Advanced knowledge in implementations of safety systems such as preparations of health and safety plans, safety procedures, safety date sheets, document analysis and control, monitoring of works and security reports , risk assessments and monitorization, security procedures on work sites.
• Ability to coordinate health and safety training, comply with legal requirements, chemical product control and verification of the adequacy of quality, environment and safety and health plans.
