ABOUT THE ROLE
Alpha X is seeking highly motivated and detail-oriented Field Data Officers to
execute the critical data collection component of Phase 1 (Discovery &
Assessment) of the Digital Land Registry & Management Solution project.
The Field Data Officer will serve as the primary on-ground diagnostic agent.
You will travel to assigned Ministry Zonal Offices (MZOs) and selected District Land
Offices to conduct a comprehensive inventory of physical land records and an
audit of existing ICT infrastructure. You are responsible for ensuring the “As-Is”
data is captured accurately to inform the upcoming digitization and system
deployment.
KEY DUTIES AND RESPONSIBILITIES
● Stakeholder Engagement: Visit assigned offices, professionally explain the
purpose of the assessment to MZO Principal Officers and District Officials,
and secure cooperation for access to archives and server rooms .
● Physical Records Inventory: Conduct physical counts and condition
assessments of specific land record types, including Job Record Jackets,
Cadastral Maps, Survey Cards, and Microfilms .
● Infrastructure Audit: Inspect and document the status of ICT assets,
including Server Rooms, Power Backup Systems (Generators/UPS), and
Network Connectivity speeds and reliability .
● Data Sampling & Validation: Retrieve random sample files (physical) and
cross-reference them against the existing UgNLIS system to identify data
mismatches or missing metadata.
● Digital Reporting: accurately complete standardized digital assessment
forms (via tablet/laptop), upload evidence photos (e.g., photos of torn
maps or server racks), and submit data in near real-time.
● Issue Escalation: Immediately report any access blockers, missing keys to
archives, or significant discrepancies in record volumes to the Project
Manager.

QUALIFICATIONS / SKILLS

REQUIRED PROFILE & SKILLS
Education:
● A Diploma or Degree in Land Administration, Surveying, IT/Information
Systems, Records Management, or a related field.
Experience & Skills:
● Technical Familiarity: Knowledge of UgNLIS (Uganda National Land
Information System) or land record types (Titles, Deeds, Cadastral Sheets)
is highly preferred .
● ICT Literacy: Proficiency in using mobile data collection tools (e.g., ODK,
KoboToolbox, or Excel) and ability to identify basic hardware (Servers, UPS,
Routers).
● Physical Stamina: Ability and willingness to work in archival environments
which may be dusty, and handle heavy physical files/maps with care.
● Communication: Excellent interpersonal skills to engage professionally
with government officials.
● Mobility: Willingness to travel extensively and independently within
assigned regions (Northern, Eastern, Western, or Central Uganda).
