• Define parameters and requirements for systems integration, data prioritization and data use of new and existing digital systems data. • Provide technical oversight into the planned upgrade and enhancement of the Cold Chain Information System ensuring close collaboration between the consultant with MOH, NMS and partners • Support data management and analytics to improve data use at both national and district level • Support the review/development of technical guiding documents such as training manuals/guide, standard operating procedures (SOPs) and quick reference guides for both existing and new digital systems that are CCE related. • Collaborate with Ministry of Health, UNEPI, DHI and other stakeholders on digital health initiatives including representing PATH in the technical working group meetings • Lead on creating and sharing digital implementation best practices with internal and external stakeholders. • Lead on project management of digital health interventions across PATH Uganda projects and intervention areas, including budget development and tracking. • Support new business development by engaging with relevant stakeholders and partners

• Master’s degree in Computer Science, Health Informatics, or related field • Minimum 5 years experience in digital health systems implementation • Experience working with Uganda Ministry of health programs at the national level. • Comprehensive knowledge of the Uganda public health context, including MoH structure, policies, and procedures, particularly immunization • Ability to manage and coordinate diverse tasks and facilitate relationships among multiple parties • Proven track record in implementing large-scale digital health solutions • Strong programming skills and experience with relevant technologies preferred • Experience with health data standards and interoperability frameworks (HL7 FHIR, terminology codes etc)
