KEY DUTIES AND RESPONSIBILITIES
• Leads the strategic orientation of the delegation’s communication and prevention work in coordination with URB senior management, Missions in Burundi and Rwanda, and relevant departments at HQ and regional level.
• Oversees the annual communication planning process (Planning for Results) and ensures alignment with operational priorities and institutional objectives.
• Acts as the official spokesperson for the delegation and manages all media relations.
• Oversees the implementation, monitoring, and evaluation of communication programs, including public communication, digital outreach, operational communication, and community engagement initiatives.
• Supervises the production and dissemination of internal and external communication content (print and digital), ensuring high quality, relevance, and adherence to ICRC standards.
• Contributes to the delegation’s contextual analysis (political, security, humanitarian) with a focus on reputation, perception, and the ICRC’s ability to operate effectively and safely.
• Defines, in consultation with senior management, the delegation’s public positioning, key messages, and desired identity, ensuring consistency across all communication platforms.
• Periodically reviews and updates the delegation’s external stance on issues related to its humanitarian mandate.
• Develops and maintains strategic relationships with key stakeholders, including media, civil society actors, government entities, and humanitarian partners, to enhance understanding and acceptance of the ICRC’s mission and activities.
• Supports the development of broader humanitarian diplomacy and anchoring strategies, in line with the delegation’s operational and prevention objectives.
• Contributes to public affairs and resource mobilization efforts by identifying and engaging with relevant audiences and actors.
• Supports and strengthens the communication capacity of National Red Cross and Red Crescent Societies in the URB region.
• Promotes coordinated and coherent communication within the International Red Cross and Red Crescent Movement, in line with the Seville Agreement and other Movement-wide policies.
• Provides communication-related coaching, training, and guidance to ICRC staff across departments, ensuring a shared understanding of key messages and institutional voice.
• Advises delegation management on internal communication strategies and initiatives to improve staff awareness, engagement, and alignment with institutional values.
• Reviews the communication team structure and processes across the URB delegation (Kampala, Bujumbura, Kigali), and leads efforts to create a more integrated and efficient set-up.
• Plays a leading role (“blue line”) in coaching and supervising Heads of Communication in Bujumbura, Kigali, and Kampala, ensuring harmonized approaches and performance oversight.
• Manages a team of 4–6 communication professionals, overseeing recruitment, coaching, performance development (PMD), and capacity building.
• Promotes a collaborative and high-performance culture within the team, aligned with the ICRC’s leadership standards and people management policies.
• Relationships:
• Internally: Interacts in the field with delegation management, heads of mission in Burundi and Rwanda, and other Coordinators; at headquarters, with the Communication Head of Sector and specialist colleagues from other units within the Department of Mobilization, Movement and Partnership (MMP) and the Department of International Law, Policy and Humanitarian Diplomacy (LDP); within the region, with the Head of Regional Communication Center and regional communication advisers in Nairobi, and with communication/prevention counterparts in other delegations closely affected or influenced by the same regional crisis; with the Deputy Regional Director for Movement Affairs in Nairobi.
• Externally: Interacts with key members of the media, national authorities, the UN, military, police, and other security forces, NGOs, and other civil society representatives. Contacts may be mid- to high-level.

QUALIFICATIONS / SKILLS
• University degree or equivalent (preferably master’s level) in a relevant field such as communications, political science, international relations, journalism, or law.
• Fluent spoken and written English and French.
• Computer skills (competence in MS Office and other software); familiarity with online and social media communication tools.
• Professional Experience Required:
• Minimum 8 years’ work experience in a field relevant to communication and/or prevention (inside or outside the ICRC).
• At least 2 years’ field experience with the ICRC.
• Team management and project management experience.
