The Global Compact on Refugees and its Comprehensive Refugee Response Framework (CRRF) outline new ways of working in support of refugees and host communities. Uganda is known for its progressive refugee policies and was among the first countries to implement the CRRF. The CRRF Secretariat in the Office of the Prime Minister (OPM) plays a key role in supporting the implementation of the CRRF in Uganda, through multi-stakeholder and whole-of-government coordination and supporting the high-level CRRF Steering Group.
GIZ supports the CRRF Secretariat through technical support for strategy development, the implementation and monitoring of pledges made at the Global Refugee Forum (GRF), in particular the pledge on Transition Management, as well as with stakeholder engagement (with a particular focus on development partners, refugee representatives and District Local Governments).
GIZ is recruiting an Advisor- Humanitarian Development Peace (HDP) Nexus as maternity cover to support in the implementation of its programme.

Knowledge, skills and competences
- Knowledge of GIZ’s internal processes, as well as the steering and management of GIZ contracts is an asset.
- Strong technical knowledge in the area of forced displacement and governance; experience in institutional strengthening and organizational development is an advantage.
- Excellent analytical, communication, and writing skills including experience in developing strategy documents, knowledge and communication products, technical guidelines, and reports.
Responsibilities
A. Key Responsibilities
The Advisor will be in charge of:
- Provide support to OPM and the Ministry of Finance and Economic Development (MoFPED) in updating and finalizing the draft National Transition Strategy to guide the integration of services and facilities in the health, education and water sector into government management.
- Supporting the CRRF Secretariat in the Monitoring of Global Refugee Forum Pledges (GRF) made by Government and partners at the 2023 Global Refugee Forum.
- Support the tracking of development funding to the Refugee Response, including through working with MoFPED and OPM to strengthen their government systems for tracking and monitoring.
- Provide updates to the CRRF Development Partners Group (DPG) on CRRF-related issues during the regular bi-monthly meetings.
- Within the CRRF Secretariat, act as the focal person to the Ministry of Energy of Mineral Development to provide support and enhance information sharing for the Sustainable Energy Response Plan for Refugees (SERP).
- Jointly with the GIZ Advisor for District Engagement, who also supports the CRRF Secretariat, steer the GIZ Support to OPM.
- Within GIZ, support coordination and information exchange among the GIZ projects supporting refugees and host communities and actively participate in relevant networks on migration and forced displacement.
- Support any other related coordination work as required by the CRRF Secretariat or the GIZ supervisor.
Other Duties/Additional Tasks
- Performs other duties and tasks at the request of Management.
Qualifications
- Bachelor degree in Development Studies, International Relations, Political Science, Peace and Security Studies, or other related fields.
Details of experience
- 5 (five) years of experience working with Ministries, Departments and Agencies (MDAs) in Uganda. Previous experience working with the United Nations High Commissioner for Refugees is an asset.
- Demonstrated experience in managing complex multi-stakeholder and policy processes.
