A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.

 

A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.

 

A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. GS-level posts are subject to local recruitment only.

 

The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.

 

Organisational Context

 

The Country Office Administration and Operations Officer operates in a politically sensitive and at times security-constrained environment, supporting the Court’s in-country presence. Under the supervision of the Chief of Country Office, the role sustains the operational integrity, credibility and continuity of Registry functions in the field. Positioned at the intersection of administration, logistics, finance, human resources and operational coordination, the incumbent ensures that activities are delivered effectively, in compliance with the Court’s regulatory framework, and in a manner that safeguards institutional discipline and neutrality.

 

Based in the ICC Country Office in Kampala, the Administration and Operations Officer coordinates and delivers logistical and administrative services in support of country operations. Responsibilities include human resources management and supervision; finance and budget preparation; procurement and general services within delegated authority; and adherence to Division of External Operations SOPs, the Strategic Plan and Service Level Agreements. In a context of political scrutiny and public attention, the role reinforces neutrality through strict adherence to procedures, sound judgment and practical problem-solving, supporting all parties and participants — including the Office of the Prosecutor, Defence teams and victims’ representatives — by enabling the proper conduct of proceedings and continuity of operations.

 

Within a lean, multidisciplinary field structure, the incumbent acts as the principal operational enabler of the Country Office, exercising initiative and adaptability to resolve challenges and prevent procedural bottlenecks. The role requires close coordination with Headquarters, local stakeholders, vendors and other Country Offices to ensure procurement, treasury, HR and contract management processes function smoothly, and includes assuming broader coordination responsibilities — including acting as Officer-in-Charge in the absence of the Representative and Chief of Country Office — to ensure continuity of leadership and appropriate representation.

KEY DUTIES AND RESPONSIBILITIES

 

 

  • Effectively planning and overseeing the Country Office (CO) in terms of administrative, logistics and operational matters;
  • Effectively managing human, financial and physical resources in support of ICC field operations, in accordance with the ICC Rules and Regulations;
  • Follow-up on logistic and administrative issues at the request of the Chief of Country Office, in adherence to the Division’s established Strategic Plan, Standard Operational Procedures (SOP) and Service Level Agreements (SLA);
  • Coordinate the day-to-day and special Country Office operations support;
  • Supporting the Chief of the Country Office in drafting and monitoring budget of the Country Office, and ensuring alignment with operational priorities, as well as carrying out necessary financial transactions and archiving relevant documents;
  • Strong proficiency in SAP / ERP systems, including commitment control and monitoring, budget execution planning and tracking, and financial reporting, ensuring accuracy and transparency.
  • Monitor ongoing files in the absence of the Chief of Country Office;
  • Delivers specialist functions to required technical standards while also undertaking reasonable, non-technical generalist tasks necessary for the safe, effective, and timely functioning of the Country Office.
  • Develops and maintains a strong professional network across Headquarters sections and other Country Offices to proactively resolve procurement, treasury, HR related issues.
  • Actively follows up on pending actions and navigates organizational processes to prevent unnecessary delays in operational delivery.

QUALIFICATIONS / SKILLS

 

Education

Advanced university degree in administration, field logistics management or other relevant field. A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.

 

Experience

A minimum of five years (seven years with a first-level university degree) of progressively responsible experience in the area of field operations support or other area is required. Experience in complex or field-based operational environments, including non-family or security-constrained duty stations, is desirable. Experience acting in an Officer-in-Charge or delegated leadership capacity is an asset.

 

In addition, experience in the following areas is required:

  • Planning and delivery of diverse logistical and operational services;
  • Operational logistic administrative planning, organization and supervision of operations in remote area;
  • Standards of conduct linked to confidential activities. National or international secret clearance, crisis response operations;

Proficient computer skills, to include all standard Microsoft Office applications, database design and use (using Microsoft Access or similar) and SAP.

 

Knowledge, Skills and Abilities

  • Knowledge of budgeting practices and procedures,
  • Ability to organize, conduct and supervise operations in remote areas under poor conditions, independent of any supervision, identifying issues, formulating options and making decisions that are in the best interest of the ICC,
  • Ability to establish priorities and to plan, coordinate and monitor own work plan as well as of staff under their supervision,
  • Communication skills and computer skills, including proficiency in word processing, spreadsheets, and relevant software packages,
  • Interpersonal skills and the ability to establish and maintain effective work relationships in a multi- cultural, multi-ethnic environment with sensitivity and respect for diversity,
  • Ability to manage and mentor a team by demonstrating leadership, recognizing and responding appropriately to ideas, interests and concerns of others, appraise staff fairly and objectively, providing ongoing feedback and recognitions in a timely manner,
  • Ability to deploy to operation areas in different countries and remote locations with short notice.
  • Initiative and accountability: willingness  and ability to solve complex problems, propose solutions, and implement corrective actions when necessary with minimal supervision.
  • Representational competence: Ability to represent the Country Office professionally in coordination meetings with internal and external stakeholders when delegated.
