KEY DUTIES AND RESPONSIBILITIES
• Advise the Ambassador on issues relating to all the Counselor’s areas of expertise;
• Assist the Head of Diplomatic Mission in coordinating and leading the network of Ministry operators and partners present in the country;
• Define and manage the cooperation strategy within the framework of the Embassy’s action plan in liaison with French operators, local partners as well as multilateral and European donors;
• Promote French expertise and the image of France; Monitor the proper implementation on the ground of political priorities (ODA, French language, etc.);
• Define and implement an annual program;
• Monitor projects planned at the local level by operators (AFD, in particular);
• Supervise a team of specialists;
• Coordinate the Ministry’s operators and its partners (Alliance Française de Kampala – AFK) and closely monitor the country’s only establishment with an agreement with the Agency for French Education Abroad (AEFE): the French International School of Kampala (EFIK);
• In close liaison with the Press and Communications Department, define the communications strategy;
• Seek funding and raise funds from public and private donors (in coordination with the other members of Team France – AFK and EFIK included). The position’s programming focuses on French/Francophonie and cultural action (in close liaison with AFK and, to a lesser extent, EFIK), the defense of human rights and the promotion of our values, gender equality, the strengthening of civil society, issues relating to refugees and food insecurity, support for youth (employability/entrepreneurship), and the protection of the environment and biodiversity.

QUALIFICATIONS / SKILLS
• Qualifications or professional experience recommended to perform the duties
• A previous assignment in SCAC, combined with a good knowledge of the functioning of an embassy, ​​the workings of the Department and the tools used on post would be particularly useful.
• Knowledge or mastery of a local language would be an asset.
• Knowledge of the region as well.
